1) For Hostage Situations; "you have until 12:00 to give us the money before his head goes boom"
2) Time period for when a shop is open
3) Timing for Hits; "i want him dead at 4:00

I misread the title...good idea anyway but it would have to be with a day/night system unless downtown in based in Northern Scandinavia or Russia.

Indeed, but none of them are really valid without a day/night system. As most people just walk out of their stores at random times. The hit one is good, yes, but you might as well use the Shift+Tab function, and give them a period of time to have done it by.
And the hostage situations, people normally just say... '5mins til he dies'
then they never do it ;P

How about if Heads as well as owners are allowed to use the sky editor? if your so worked up on day and night.
