I was just thinking with the New groups could there be an area where your group and another one can issue warnings and agree or disagree on things e.g Rons Cartel becomes Hostile towards Blackhawk creating tension whereas Ghost becomes friends so therefore Rons Cartel Don't like Ghost and are unfriendly

Yeah, that already happens in game anyway.
BH are normally on TS with each other, second shit goes down, for the duration of that play they will likely remain hostile.
There's no point in doing long term group wars, because it will just turn into mass rdm and an arms race.
